After fixing the telescope, you'll view a constellation. Your reward depends on which one you see (randomly assigned). All rewards include an uncut sapphire and vary from runes and items to small amounts of combat XP (Attack, Strength, Defence, Hitpoints).
Yes, according to the OSRS Wiki, constellations rewarding combat XP will not be assigned if you are level 1 in that specific skill (implemented Nov 2018). However, if the quest was started before this date, the XP might still be assigned.
