You need 107 Quest Points total, must have started Legends' Quest (for Kharazi Jungle access), and completed numerous prerequisite quests including Heroes' Quest, Family Crest, Lost City, Shilo Village, Underground Pass, and started RFD. You must also be able to defeat a high-level Evil Chicken and a Level 227 Black Dragon.
No specific skill levels are required for actions *within* this subquest, beyond those needed for the prerequisites (like accessing Kharazi). The overall RFD quest requires 70 Cooking (boostable) to start, but that's not specific to this part.
Key items: Bucket of milk, Pot of cream, Pot of cornflour (or sweetcorn + windmill access), Vanilla pod (requires axe & machete to gather in Kharazi Jungle), Dramen branch, Pestle & mortar, Ice gloves, Raw chicken. Anti-dragon gear (shield/potion) is highly recommended for the Black Dragon.
Difficult. You fight the Evil Chicken (level 159 or 170 depending on your combat level) which uses magic frequently, and a level 227 Black Dragon which requires anti-dragon protection. Both are fought in Zanaris.
Talk to the Wise Old Man about the Evil Chicken. Use a raw chicken on the shrine in Zanaris (near fairy ring) to access its lair. Kill the Evil Chicken inside to get the egg.
After killing the Black Dragon in the Evil Chicken's lair, it drops a Dragon token. Rub this token (must be in Lumbridge or Zanaris) while wearing Ice Gloves (or using antifire potion + anti-dragon shield) and ask the fairy dragon K'klik to flambé the brulee.
