Shield of Arrav is a classic OSRS Free-to-Play quest involving the rival gangs of Varrock: the Phoenix Gang and the Black Arm Gang. To complete the quest, you must retrieve one half of the legendary Shield of Arrav. One half is held by the Phoenix Gang, requiring infiltration and theft; the other half is held by the Black Arm Gang, requiring membership and completing a task. Since a single player can only obtain one half, completion traditionally requires finding a partner who joined the opposite gang.
