No, there are no skill or quest requirements to start this miniquest.
You need 10 regular Planks, 5 Bolts of cloth, at least 16 Nails (any type, more recommended), a Hammer, and a Saw. The Hammer and Saw can be obtained during the quest. Planks, cloth and nails can be bought from the Sawmill operator near Varrock.
During the quest, after clearing the old furniture, search the crates in Yarlo's kitchen to find 3 Waxwood logs. Take these logs to the Sawmill operator north-east of Varrock, who will convert them into planks for free.
The most significant reward is unlocking access to your own Player-Owned House (POH) in Rimmington. If you already have a POH, you receive 1,000 coins instead. You also get nearly 1k Construction XP and Marlo's Crate containing useful construction supplies.
No, the construction actions required are very basic (building level 1-5 furniture). You only gain XP; no specific level is needed to perform the actions.
